Exterior cladding panels: the specifier’s guide to materials, finishes and fire ratings

Choosing the right exterior cladding panels has become significantly more complex over the past decade. Fire safety legislation has tightened, product liability has increased, and building control now expects detailed system-level evidence rather than individual product datasheets. For architects, contractors and developers working on UK projects, getting the specification right from the outset saves considerable time and cost down the line.

This guide covers the main panel types available in the UK, how they compare on performance and fire safety, and what to check before signing off a specification.

 

What are exterior cladding panels?

Exterior cladding panels are prefabricated units fixed to the outer face of a building’s structural frame or substrate to form the external wall finish. They handle weatherproofing, thermal performance, acoustic insulation and aesthetics in a single system.

Most modern installations use a rainscreen approach, where panels are fixed to a subframe with a ventilated cavity behind them. The cavity allows moisture to drain and air to circulate, protecting the primary structure from water ingress and extending the life of the build. The main types of exterior cladding panel

Aluminium cladding panels

Aluminium is the most widely specified choice for commercial, residential and high-rise projects in the UK. It weighs roughly a third of what steel does, which keeps transport and handling costs down on site. It does not corrode, does not need painting, and can be recycled indefinitely without any loss of quality. More than 55% of the world’s primary aluminium is produced using hydroelectric power, which gives it a reasonably strong sustainability case compared to other metals.

On fire safety, extruded aluminium achieves an A2 classification under EN 13501-1 (reaction to fire: A2-s1, d0). This means it makes a negligible contribution to fire spread and produces very little smoke. For any building over 11 metres in England, the Building Regulations now require external wall systems to use non-combustible or limited-combustibility materials throughout, so A2-rated aluminium is the practical default for most mid-rise and high-rise work.

Aluminium panels come in two main profile formats:

Plank systems use horizontal or vertical boards fixed in a lap or tongue-and-groove arrangement. Bar and screen systems use extruded aluminium bars in a secret-fix arrangement to create a screen or balustrade effect. It is A2 fire rated and available across the full RAL colour range and 11 wood-effect finishes.

 

GRP cladding panels

Glass Reinforced Plastic (GRP) panels are manufactured using polyester resins and E-type glass fibre. The result is a panel that is highly impact-resistant, dimensionally stable and available in virtually any colour or size.

GRP tends to be specified where the project calls for a smooth, seamless appearance, or where the application involves bridge structures, balcony decking or environments with chemical exposure. Our VulcaTuf® GRP cladding panels comply with BS 5544 (resistance to manual attack) and BS 6206 (impact performance of safety plastics), making them a practical choice where vandal resistance is a priority.

The fire performance of GRP falls short of aluminium. Standard GRP panels do not achieve A2 classification, so they are generally limited to buildings under 11 metres or to specific applications such as soffits, bridge fascias and ground-floor commercial uses where the height threshold does not apply. If you are unsure whether GRP is appropriate for a particular project, check current Building Regulations and speak with the manufacturer before specifying.

 

Composite and fibre cement panels

Composite cladding panels typically consist of two thin aluminium skins bonded to a polyethylene or mineral core. Fire performance depends heavily on the core material. Panels with a polyethylene core, including the ACM panels associated with the Grenfell Tower fire, are no longer permitted on residential buildings over 11 metres. Panels with a mineral-filled fire-resistant core can achieve B or A2 classification, but the specification needs careful verification before use.

Fibre cement panels offer reasonable durability at a lower cost and are used fairly widely on lower-rise residential schemes. They are heavier than aluminium, offer fewer finish options and need periodic maintenance. For projects over 11 metres, extruded aluminium is the more straightforward route to compliance.

 

Fire ratings explained: what does A2 mean?

Following the Grenfell Tower fire, revisions to Approved Document B (Fire Safety) brought fire performance to the front of most cladding conversations. Where previously it was often a secondary consideration, it now sits at the top of the specification checklist for any building of meaningful height.

The classification system under EN 13501-1 runs from A1 (no contribution to fire) down through A2, B, C, D, E and F. The relevant thresholds for external wall materials in England are:

  • Buildings over 18 metres (residential): the entire external wall system must achieve A2-s3, d2 or better
  • Buildings 11 to 18 metres (residential): external wall products must achieve A2, B or C, with specific requirements for the full system
  • Buildings under 11 metres: no minimum classification applies, though A2 or better is good practice

The suffix notation refers to smoke production (s1 = very limited smoke) and flaming droplets (d0 = no flaming droplets). Both are desirable in a fire situation, and both are achieved by VulcaLap® and VulcaBar® as extruded aluminium systems. Either product can be specified for buildings of any height in the UK, provided the full system is correctly designed and installed with appropriate cavity barriers.

 

Finishes: what is available for aluminium cladding panels

Modern powder coating gives aluminium cladding panels a wide range of finish options. Almost any RAL colour can be achieved, with finishes warranted for 10 years against fading. Wood-effect finishes have grown in popularity as a way of achieving the visual warmth of timber without the fire risk or the ongoing maintenance requirement.

A few finish-related points worth considering at specification stage:

  • Seafront and coastal projects need a finish with a minimum 25-year seafront life expectancy. VulcaBar® meets this requirement.
  • High-traffic or vandal-prone areas may be better served by VulcaTuf® GRP panels, which carry specific impact and attack resistance ratings.
  • Sensitive planning contexts sometimes require colour matching to adjacent buildings or heritage materials. Bespoke RAL matching is available through Vulcan.

 

Key specification considerations

Building height and fire compliance. Confirm the building height and identify which tier of the Building Regulations applies before selecting any panel system. For residential buildings over 18 metres, the entire external wall system needs to be assessed as a whole, not just the panels in isolation. That includes the subframe, insulation, cavity barriers and fixings.

System testing. Ask suppliers for independently tested system data rather than just panel datasheets. VulcaLap® has undergone CWCT full-scale wind and impact testing, and cavity barrier integration has been tested separately. Building control bodies increasingly expect this level of documentation.

Subframe and fixings. The thermal performance and structural integrity of a cladding installation depends on the subframe being specified correctly. Helping-hand brackets, vertical rails and fixings should all be specified as part of a complete system rather than sourced from different manufacturers.

Cavity barriers. Where A2 cladding is required, cavity barriers need to be installed at every floor level and around all openings. Vulcan works with Tenmat cavity barrier products and can advise on correct placement and specification.

Warranty and aftercare. Check what the warranty actually covers. A 10-year powder coat warranty addresses the finish. Confirm separately whether structural performance guarantees are in place.

 

Sourcing exterior cladding panels in the UK

The UK market has a wide range of suppliers, from large composite panel manufacturers to smaller aluminium extrusion specialists. When comparing suppliers, the following are worth verifying:

  • Independent fire test data, not just self-certification
  • Full system supply, not panels only
  • UK-based technical support throughout the project
  • CAD details and installation guides available to download

Summary

For most UK projects above 11 metres, A2-rated extruded aluminium panels are the practical and compliant choice. GRP has its place in lower-rise and specialist applications. Composite panels with mineral cores can work but need careful verification.
